Federal Leaders in Saint Paul Unveil New Measures to Combat Predatory Home Lending

On Tuesday, August 13, 2024 the Consumer Financial Protection Bureau held a public hearing in St. Paul to address alarming findings from ProPublica and Sahan Journal about predatory contract-for-deed practices targeting Somali and Latino families. These deceptive agreements have cost many households their homes and hard-earned equity, contributing to the 36 million borrowers who have used risky arrangements—and the 7 million still trapped in them today.

In response, Senator Tina Smith and Senator Cynthia Lummis have introduced bipartisan legislation to establish nationwide protections for contract-for-deed buyers. Their leadership—supported by CFPB Director Rohit Chopra, Attorney General Keith Ellison, and Lt. Gov. Peggy Flanagan—marks a critical step toward fair and transparent homebuying.

At that time, Roxanny Armendariz represented NeDA as a key panelist at the hearing, helping to elevate our community’s experiences. NeDA continues to advance safe, equitable pathways to homeownership for every family.
